There's no complete public list of every VPN/proxy provider in the world. Commercial advanced-detection services (used by banks and anti-fraud systems) combine dozens of paid sources and private databases — something a free, static tool has no way to replicate.
Premium VPNs with dedicated or lesser-known residential IPs may not appear in any public keyword list, slipping past this kind of check.
Some residential ISPs use shared infrastructure with names that contain terms like "cloud" or "data" in their registration (WHOIS/ASN), which can trigger a false positive in this estimate.
